The Belišce Town Council held its 16th session on Wednesday, 30 September 2026, during which 11 agenda items were considered. One of the key items was the Report of the Mayor and the Town Administration for the period from 1 January to 30 June 2026, which was presented to the councillors by the mayor, Ivana Jerbić.

The mayor stated that the first six months of the year had been a period in which the city had to manage its finances responsibly while continuing projects important to the daily lives of citizens. Work had been carried out on education, transport, and utility infrastructure, as well as support for students and families, alongside cooperation with citizens who expected concrete responses from the municipality. She also noted that the issue of unpleasant odours had not been overlooked, that representatives of the civic initiative had been received, and that action had continued within the municipality's powers.

The council adopted the Half-Year Report on the Execution of the Belišce Budget for the period from 1 January to 30 June 2026. The mayor highlighted that in the first half of the year, a surplus of income over expenditure of €660,000 was achieved, while the deficit carried forward from the previous year had decreased from €1.66 million to approximately €998,000. She noted that the municipality was monitoring financial obligations, preserving liquidity, and aligning the implementation of projects with the actual inflow of funds.

At the session, the Statute on the Scholarship of Students was adopted, which sets out the method and conditions for awarding scholarships to students from the area of Belišce. Amendments were also made to the programme of public needs in the fields of social care, healthcare, preschool education, school education, and education, as well as to the programme for the construction of municipal infrastructure in the area of Belišce for 2026. The council also approved the allocation of additional funds for the implementation of the 'Reconstruction and extension of water supply and drainage of the settlements of Belišce and Bistrinac' project.

During the current session, several issues were raised, including questions about the work of municipal companies, the maintenance and greening of the town, the status of the Livit company, the use of the training hall, the status of employees, and the elections for local self-government. Councillor Igor Smodej posed questions to the director of Kombel regarding the number of employees, wage costs, and the maintenance and greening of the town. The director of Kombel, Vlado Mađarević, stated that the company currently had 82 employees, including one member of the management board, whereas at the time of taking up the position, there had been 75 employees and two members of the management board. He added that decisions on the greening of the town were made in cooperation with the municipality, and that the state of the town was not considered neglected.

Jasmina Strugačević raised the issue of discussions with the company Livit d.o.o. and the potential purchase of the facility. The mayor clarified that the municipality of Beloš and Kombel were not planning to purchase the facility, but that the discussions concerned the mutual termination of the contract and the cessation of processing. She expressed satisfaction with the conduct of the relevant authorities, including the Osijek-Baranja County, the ministries, and the State Inspectorate, and expressed hope that the proceedings would soon be completed and the unpleasant odours afflicting the citizens would cease.

Councillor Zlatko Adžić requested information on the status of the company Livin after the revocation of the permit for waste management, as well as on the further handling of materials with hazardous properties. The mayor stated that the municipality had not yet received an official decision on the status of the permit, and that the results of the State Inspectorate were expected, with the hope that the results would lead to the suspension of work.

Matko Mužević posed a question regarding the inability to use the training hall of OŠ Ivana Kukuljevića during the works on the primary school. The mayor clarified that the hall was located on a separate building plot and had its own use permit, and that it was not owned by the municipality. The municipality was prepared to allocate funds to find a solution, and in the meantime, funding was provided for the use of the hall in Ladimirevci. She highlighted that work was continuing to ensure that the use of the hall in Beloš could be made available.

Igor Palo posed questions regarding the rights and obligations of the employees of the Town Administration, as well as the employees of Bel-Press d.o.o. and the Polet d.o. business incubator. The mayor clarified that the LRA was taking over all employees of the Polet d.o. business incubator, while in the case of Bel-Press, the entire company was not being transferred, but the status of the employees was being resolved separately, with the provision of all due rights.

Luka Jerk, representing the DOMiNO party, raised the issue of the elections for local self-government. The mayor highlighted that the Decision on local self-government was currently under public consultation, allowing citizens and the interested public to provide their comments and suggestions before the decision was made.
