Rijeka Mayor Iva Rinčić announced on Thursday, during a session of the City Council, that the City of Rijeka will soon file a criminal complaint against former mayor Vojo Osmer in relation to the construction of the garage on Klobučar Square.
The announcement was made in response to a question posed by Marina Račić from the Centar party. At the time, Rinčić did not provide specific details from the anticipated complaint, nor did she clarify the nature of the suspected irregularities related to the project; further details are expected to be revealed during a later discussion on this agenda item.
The 'Stari Grad' underground garage, managed by the company Best in parking, has become the focus of attention following the determination by Professor Dr. Davor Grandić that the structure shows significant damage, with the upper slab in a state preceding collapse. Consequently, on 25 May, Rinčić ordered the complete closure of the square, stating that she would act 'without compromise' on matters of public safety.
Issues with the garage structure were documented as early as 2012. The city has been negotiating repairs with the owner throughout 2025, and in November of that year, a project specification was delivered to the owner based on Grandić's load analysis. The owner, however, lodged an objection in February, deeming the prescribed loads excessive and the repair costs prohibitive. According to Rinčić, the city has not received a statement, timeline, or confirmation of contractor engagement from the owner since then.
