Investors in the Marina Resort Cavtat project have stated that the project is developed in accordance with existing laws, prescribed procedures, and decisions by competent authorities, with full respect for the rights of all participants in the procedure and the principle of transparency. As they commented to Dubrovački vjesnik, it is a legal and transparent project.
They point out that the project was declared a strategic investment project of the Republic of Croatia by the Government in June 2022. The status of a strategic investment project is awarded only to projects that meet the established criteria in a procedure prescribed by law. The law covers private, public, and public-private projects involving the construction of buildings in areas of economic and developmental interest, including tourism, with additional information on legal criteria and procedures available on the Ministry of Economy's website.
From the investors' side, they highlight that the project is directly aligned with the direction set by the Strategy for the Development of Sustainable Tourism up to 2030, which the Croatian Parliament adopted. That strategy encompasses the development of year-round, competitive, innovative, and resilient high-value tourism, while preserving the environment, space, climate, local identity, and the quality of life of the local population. Marina Resort Cavtat is therefore not a project outside the strategic framework of the Republic of Croatia, but an investment that concretely implements its fundamental development goals, the investors state.
All procedures related to the realisation of the project, including spatial planning, property rights, and administrative procedures, are conducted in accordance with existing regulations and within the competence of state administration bodies and other authorised institutions. The boundary of the public maritime domain in the part of the cadastre (k.o.) of Obod, at the location of Prahvić, was determined by the competent authorities in 2002, that is, four years before the investor began purchasing land in late 2006.
Marina Resort Cavtat has already reached an agreement with the majority of landowners on a uniform purchase price per square metre, under equal conditions and independent of the specific location of each parcel. The land is valued equally regardless of whether it is located in a green or infrastructure zone, and the same conditions apply to landowners whose parcels have not yet reached an agreement. The investor remains available to these landowners for further communication and the agreement of purchase terms.
In addition, the construction of a mega resort is announced at Prahvić, and a location permit for the investment of national importance was issued in mid-September. Landowners are set to demand the cancellation of that permit.
