The administrative department has issued a decision rejecting the request for the legalisation of the Batuda hotel annex located in Dujmovača. The final binding nature of this decision was established in the period from 2024 to 2025, officially concluding the administrative procedure related to the status of this building.
The building in question was started after 2011, placing it in the category of buildings whose legalisation is subject to strict checks of compliance with current regulations. The case of this annex is identical to that of the PRŠUT, indicating similar legal and urban planning issues in both cases.
The process of rejection began in 2022, when an official from the department, in consultation with the then head of the urban planning department, Teo Vojković, made the initial decision that the conditions were not met. This early stage of the procedure laid the foundation for the legal framework of the dispute, which continued through various instances.
The Kerum family utilised all available legal remedies to challenge the negative decision. The procedure went through an appeal to the Ministry, and subsequently through judicial review in the Administrative Court and the High Administrative Court. Despite the owners' efforts, the court and administrative proceedings did not result in a change to the initial decision.
Behind this urban planning dispute lie connections to the then leadership of the City of Split. The then head of the urban planning department, Ane Sapunar, the wife of the then mayor, was part of the broader context of managing city affairs during the period when these changes were taking place.
