A video showing a truck owned by the contractor for the coastal zone development works in Baška on the island of Krk unloading material into the sea has sparked a storm within the Baška Municipal Council. The municipality has engaged a law firm to respond to journalistic inquiries.
Law firm Ravlić and Partners was hired by Baška Mayor Toni Juranić to represent him in out-of-court and potential court disputes. The firm sent a letter stating that photographs and videos cannot serve as a basis for concluding that the coastal works are illegal. It also claims that further dissemination of inaccurate information could cause damage in public procurement procedures, the use of funds from European Union and national financing sources, and in relations with competent supervisory bodies.
The query from Morski HR was: is the Baška coast being filled with prohibited soil? The response was that no conclusion can be drawn from the provided video, or the displayed photographs, that the works are being carried out in violation of valid regulations. The law firm claims that two articles were published, on 3 October 2026 and 8 October 2026. It also states that an inspection conducted on 14 October 2026 found no irregularities in the execution of the coastal zone development works.
The material currently being deposited and installed on the coast as part of the works corresponds to the prescribed construction material in the project documentation. It must comply with standard HRN EN 13383-1. Based on the request for material nomination, a declaration of characteristics and CE marking were submitted. The stone fill material originates from the Garica Quarry, for which Declaration of Characteristics No. 61/2025 and CE marking were provided.
Furthermore, based on the opinion of the Ministry of Environmental Protection and Energy, CLASS: 612-07/19-63/331, URBROJ: 517-05-2-2-19-2 of 14 August 2019, there are no special conditions for carrying out the works. By a decision of the same ministry, CLASS: UP/I-350-03/18-08/49, URBROJ: 517-03-1-1-18-10 of 10 September 2018, it was determined that a main assessment of acceptability for the ecological network is not required for the planned intervention in the area.
An Environmental Protection Report was also prepared by the firm DLS d.o.o. from Rijeka. It lists the results of geotechnical drilling: the infralittoral zone begins with an infralittoral gravel biocenosis, which continues into a belt of mediolittoral gravels. According to the habitat map, the entire benthic area in front of Baška constitutes habitat type G.3.2. Infralittoral fine sands with more or less mud. When the stone aggregate is delivered, it is mixed with the existing aggregate by machinery.
