Srđan Marinić has levelled a series of serious accusations against the director of the public institution for the management of Park-forest Marjan, Jakša Božanić. At the heart of the controversy is the question of the systematic organisation of jobs, and in particular the way in which fire protection is carried out within this institution. Marinić claims that there have been serious lapses in the handling of administrative procedures that directly affect the legality of operations.
The key issue, according to Marinić, lies in the fact that Director Božanić did not inform the Management Board of the need to align the new staffing plan. This refers to the Regulation on internal organisation, the alignment of which with existing legislation, including the Fire Protection Act, remained uncompleted. Although the mayor gave his consent to the said Regulation on 21 May 2026, Marinić claims that the systematic preparation and submission of documentation was carried out in a manner that contravenes legal provisions.
Particular attention has been paid to personnel issues, in particular the position of employees covered by these changes. Marinić points out that a warning was issued to the chief warden, the position of which is the subject of the dispute. This step was taken in connection with the performance of fire protection duties, which are considered to have been allocated illegally. Although it was a temporary measure, it is stressed that the procedure was carried out without due regard to the prescribed mechanisms, which has led to legal uncertainty.
Similar allegations were made in relation to a newly employed specialist, who is on probation. Marinić believes that such actions, which have led to legal uncertainty, are the direct result of irresponsible management. In his view, Božanić is bringing other bodies into the problem by making decisions, shifting responsibility for his own decisions to others, which he considers unacceptable.
In view of the seriousness of the irregularities, Marini has called for the immediate dismissal of Director Božanić. He believes that the time has come for such a measure, in order to prevent further damage and ensure the correct application of the law. This move, he says, is necessary to prevent further damage that could result from the continuation of this style of management. Marini stressed that the time for change has come, and that immediate action is needed to prevent further consequences for the institution and its employees.
