An extraordinary session of the Rovinj City Council (Gradsko vijeće Grada Rovinja) has been convened for Thursday, 5 November 2026. The focus of the session is the operations and management of the municipal company Komunalni servis d.o.o.
The session was called at the request of opposition councillors from the SDP, Možemo! and SU parties. The official agenda for the extraordinary session comprises two items. The first item is a proposed resolution to request the mayor to recall the members of the supervisory board of the commercial company Komunalni servis d.o.o. Rovinj. The second item is a proposed resolution requesting the mayor to initiate an audit of the company's operations and to determine the liability of director Želimir Laginja (IDS).
The session follows the discovery of disputed public procurement procedures and contracts with companies from Zaprešić totalling more than two million euros. Komunalni servis signed 55 contracts with two companies from Zaprešić in less than two years. These companies are registered at the same address and have the same authorised signatory. The total value of the awarded contracts exceeds two million euros.
Ahead of the session, supervisory board chair Robert Mavrić (IDS) submitted an irrevocable resignation. According to the opposition, the members of the supervisory board, who were paid a gross total of nearly 39,000 euros from the budget last year, have completely failed in controlling the spending of public funds. Mayor Emil Nimčević (IDS) announced the dismissal of the director due to a loss of confidence.
