Ivan Penava, the chairman of the Commission for Determining the Fate of Victims of Crimes Committed After the War, intended to sign a decision on a new institution at the meeting. The meeting, however, was derailed by HDZ members, so the signing did not take place.

According to information from Slobodna Dalmacija, Penava adjusted his tie, arranged the papers, and sat at the head of the table to sign the decision on the establishment of a new institution. This was to be the formal step towards realising the plan, which included the raising of a monumental park.

The plan also involved declaring himself the supreme guardian of the nation's martyrs. This was an intention that was to complete the institutional framework of the Commission, of which Penava is the chairman.

However, Penava's meeting on post-war victims was derailed by HDZ members, bringing the entire plan to a halt at the moment it was due to be confirmed by his signature at the head of the table. Details of how the meeting was prevented, as well as the next steps of the Commission, are not yet known.
