The mayor has announced that the decision by the City Council from last December on preventing illegal waste disposal will be implemented. One of the measures of this decision involves rewarding citizens who provide information about illegally discarded waste and the person who discarded it.

According to the proposal, citizens who report illegal waste disposal to the municipal police would receive 50 per cent of the fine imposed. Current penalties are €1,320 for legal entities, €660 for self-employed individuals, and €260 for the responsible person in a legal entity or individual.

The proposed procedure, criteria, and type and amount of rewards have been defined. According to the model, a citizen wishing to claim a reward would submit a report to the municipal police via a special form, by email, or in person. The form applies only to reports where the citizen wishes to claim a reward, while other forms of local disorder can still be reported through standard channels.

If the municipal police determine, based on the report, that illegal waste disposal has occurred, identify the perpetrator, and the fine is paid, the informant would be entitled to a monetary reward equal to half of the paid fine.

A reward for the community is also proposed: the local neighbourhood committee in whose area the largest number of residents have claimed a monetary reward in the previous year would receive additional public space improvements, such as additional cleaning, greening, or trimming of public green areas. The specific location would be determined in consultation with the local neighbourhood committee.

Before the new system is introduced, a public consultation will take place. The proposal will be published on the city’s website and sent to local neighbourhood committees, with the mayor inviting residents and all interested parties to participate in the public consultation.
